Larry was born on June 4, 1949, in Stockton, CA, at St. Joseph's Hospital, to James T. and Norma (Crouch) Lackey. Larry was a lifetime resident of Stockton and attended local schools, graduating from Franklin High School where he lettered in swimming and water polo. He would later receive his Associate of Arts Degree from San Joaquin Delta College and then attend San Jose State University and earned a Bachelor of Science Degree. He was the first one in his family to graduate from college. After graduation, he worked for the City of Stockton Parks and Recreation Department as the Director of Pixie Woods and Center Director at Webster Junior High where he coached youth sports teams. In 1979, he began his career with PG&E, in the Energy Conservation and Load Management Department. He loved both jobs and made many lifetime friends, not only at work, but throughout the community. Larry and Susan would marry right out of college and would raise their daughters Nicolle and Tracci Lackey (Dare). He was a loving and devoted Father dedicating his life to making sure that his wife and children were protected and provided for. Larry lived each day to the fullest. He enjoyed playing softball, camping, backpacking, horseback riding, fishing, deer hunting, pheasant hunting, duck hunting and just spending time with his family and friends. Whatever he did, he did it well. After moving to the little community of Waterloo, CA, in 1985, Larry dubbed himself "The Mayor of Waterloo". He especially looked forward  to Sunday family dinners with his granddaughters Elle and Phoebe Dare, where he would find out all the stories of how their week went. He was and always will be their biggest cheerleader and was always there to support them in any way he could, they were his joy. Larry was a lifetime member of the Stockton Sportsmen's Club, where he would win the "Silver Buckle" for trap shooting, beating out some of the best shooters in the club. He was a member of the Delta Dog Pointing Club, competing and judging many field trials; and member of the Camanche Hills Hunting Preserve. After an injury that would leave him paralyzed, he co-founded the Lame Duck Shooters at Cougar Wetlands Hunting Preserve for the physically challenged. He was very proud of this accomplishment and would enjoy many duck hunts and sunrises in the duck blind. Larry was a deep thinker and was always thinking of a way that would allow him to continue to do all the things he did before he was injured.. Thanks to his good buddies, he was able to fish, hunt, travel and enjoy life. Larry was preceded in death by his parents Joe and Lorraine Lackey, Norma Lackey, grandmother Edith Norton, uncle Bill Lackey, brothers Larry Chouinard and Dan Chouinard, and nephew Michael Dan Chouinard.
